In a recently published follow-up white paper written for the John S. and James L. Knight Foundation and The Aspen Institute &#8211; on fostering government transparency &#8211; authors Jon Gant and Nicol Turner-Lee emphasize it&#8217;s a journey on a series of two-way neighborhood arterial streets. Community anchor institutions such as libraries, schools and community colleges, as well as non-profits have an important role to play as open government mediators and facilitators, to draw local stake-holders into the conversation. (They) can accelerate individuals&#8217; understanding of what is available, provide some rules of the road on what they have access to, and serve as a conduit to local governments on what other types of data need to be made available to the public. Community anchor institutions can also play a role in helping citizens learn how to develop public purpose applications that advance community interests through &#8220;citizen idea incubators&#8221;and other workshops that increase civic participation.
